They say the plan will restore pride by making the borough cleaner, safer and healthier.
The new policy will hope to increase awareness and education of crimes such as fly tipping and abandoned vehicles.
It comes as the council’s waste team cleared over 56,000 fly-tips, at an estimated cost of more than £1 million in 2024.
