The Energy Recovery Facility currently processes around 347,000 tonnes of non-hazardous rubbish annually.
But the Environment Agency says it is minded to approve plans to increase this to 380,000 tonnes.
Sutton Council is against the plans.
The Environment Agency says no final decision has been made.
