The council says it was down to contamination, when materials that cannot be recycled are put in recycling bins.
In other instances, food or liquids can leak onto paper and cardboard, meaning they also cannot be recycled.
Surrey’s residents are being urged to download the free Surrey Recycles app to help them navigate how and what to recycle.
