Terry Brown, who operated two branches of Tales of Inkspiration, has been fined and ordered to pay costs of more than £6,000.
Businesses that provide special treatments including acupuncture and tattooing must hold a Special Treatments Licence.
Licence holders must comply with the conditions that accompany the document which covers hygiene and safety.
Croydon Council says it does not have the powers to close the shop down but is exploring further options under different legislation and could take further court action.
