No one was hurt in the incident which happened last Thursday morning.
The Hall was reopened following refurbishment in January 2023.
It is used by many local groups, such as youth clubs, church services and social enterprise organisations.
Kingston Council said it has notified all users and is supporting them to find alternative places to use.
