Operation Limit saw 167 drug-driving arrests and 81 drink driving, up from the 196 total the winter before.
Officers carried out targeted patrols and roadside checks across Surrey, including in Morden.
Chief Inspector Karen Coyne said the results highlight the importance of keeping people safe and preventing serious collisions.
