Officers on patrol spotted a vehicle that had an unsecure load and obscured number plates.
The driver was stopped, and officers grew increasingly suspicious that they had been drinking and asked for a roadside breath test.
After refusing, he was arrested and subsequently charged after once again refusing to do a test while in custody.
He now faces license disqualification, between from 3 to 11 penalty points and an unlimited fine.
