Spelthorne Borough Council prosecuted Edward Cash after he repeatedly ignored notices over unauthorised walls, gates, and stables.
The offences were deemed deliberate and caused harm to local amenity, increased flood risk, and enhanced property value.
He was also ordered to pay a £2,000 victim surcharge and £6,412 in prosecution costs.
