The 31 year old from Crawley was arrested on suspicion of possession of a Class C drug with the intent to supply.
The man was stopped whilst travelling from Walton to Oxshott and his vehicle was searched.
Officers found 45 full canisters of Nitrous Oxide, together with approximately 100 balloons.
He has since been released under conditional police bail.
