Surrey Fire and Rescue Service said an aerial ladder platform is in use and crews from the London Fire Brigade were also tackling the blaze.
Anyone who lives in the area is being asked to keep their doors and windows shut.
People should also avoid the area as Bridge Road is closed while the incident is dealt with.
