Church Road in Cranford had fallen victim to years of large-scale illegal dumping of both commercial and household waste.
30 tonnes of rubbish have now been removed with 30 people fined by the council.
The authority says many of the people fined may have paid rogue disposal companies who dumped the waste illegally.
Residents are being reminded to check waste carrier licenses before employing someone to clear their rubbish.
