Southern Gas Networks was found to have operated without sufficient signage, cones or barriers during the summer.
Bosses entered a guilty plea when the company appeared at Lavender Hill Magistrates’ Court.
A fine of £14,000 was imposed and SGN was also ordered to pay costs of £1,250.
The council says it continues to urge utility companies to plan and coordinate essential works more effectively so that disruption is kept to a minimum, while also providing clear and timely updates for any planned activity.
