The council has extended its 28 strong team of street enforcement officers by nine to help it free up resources for more complex cases.
They will help tackle on the spot offences like littering and graffiti.
The penalty for fly-tipping is increasing from £400 to £1,000.
Fines for littering, fly-posting and graffiti will also increase from £150 to £300.
