Surrey Police says they stopped the motorist doing 39mph in a 30mph zone on Ruxbury Road.
Officers say the driver then gave false details before admitting they only held a provisional licence and had no insurance.
Police have highlighted the importance of speed checks saying they can also help identify uninsured and unlicensed drivers.
