Other walkers were seen calling out to the husky-type dog’s owner to put his pet on a lead during the incident yesterday afternoon.
It is a criminal offence to intentionally kill, injure or take a wild swan, or to damage or destroy their nests and eggs.
Allowing a dog to kill a swan can lead to an unlimited fine, prison time, a ban on owning pets, and the potential destruction of the dog.
Animal rescuers who attended the scene say they have reported the man to police.
