She is currently Chief Executive of Bracknell Forest Council and has more than 20 years’ local government experience.
She’ll lead the new authority as Surrey’s 12 existing councils are replaced by two unitary councils in April next year.
Halliwell says she wants to build a council that delivers high-quality services and puts West Surrey residents at the heart of decisions.
