Congestion is going back to Junction 13 at Staines and queues on diversion routes through Byfleet towards the A3 at Cobham.
Traffic is also slowing as far back as Junction 9 at Leatherhead, with onlookers causing further delays.
The closure is for accident investigation work, with disruption expected through the morning peak.
