Officers seized more than £30,000 in cash, thousands of fake cigarettes and tobacco products, as well as illegal vapes.
The men were arrested on suspicion of supplying drugs, handling criminal money and illegal alcohol sales.
The operation involved Surrey Police and several partner agencies, including HMRC, Trading Standards and Surrey Fire and Rescue.
