Elmbridge Borough Council says it is working with the club to support its ambitions at Xcel Sports Hub.
A £300,000 investment has already been made in a new pitch to help the club compete at a higher level.
The council says the facility will continue to serve the wider community, which includes more than 200,000 visitors each year.
