9,000 people were buried at the now inaccessible site between 1899 and 1955 and their graves are unmarked.
Each one had been a patient at one of the five mental health hospitals which made up the Epsom Cluster.
Group, Friends of Horton Cemetery, are trying to bring the privately owned site back into community control.
The Cemetery is up for an Everyday History Heroes award.
