The Elmbridge Eagles have not been able to play at Oaken Lane since 2016.
It’s after double the intended 26,000 tonnes of soil, ordered to improve drainage, was left there in error.
Elmbridge Borough Council says it has handed a forfeiture notice to the club but remains committed to supporting grassroots rugby.
