Sokol Cela, who owns CSS Paving Design Limited, has pleaded guilty to five counts of fraud.
He’s been sentenced to 12 months imprisonment, suspended for two years, and ordered to pay over £31,000 in compensation and costs.
Cela demanded victims pay up front before disappearing midway through a job, sometimes leaving them in a dangerous situation.
