Suspected Class A and B drugs, along with cash and devices, were seized.
One of the suspects was also arrested for drug-driving after testing positive for cannabis at the roadside.
All three have been bailed pending further enquiries.
Elmbridge police say the operation targeted those involved in drug supply and urged the public to report any concerns.
