Terry Brown was convicted for not having the required Special Treatments Licence and fined over £10,000.
Mr Brown has now ceased to his operate two branches of Tales of Inkspiration on Shirley Road and Godstone Road in Purley.
The action is part of Executive Mayor Jason Perry’s zero-tolerance crackdown on antisocial behaviour that put residents at risk.
