The building next to the station cost £1.6 million.
It was funded through Transport for London’s Mini Holand scheme but was developed, designed and constructed by Kingston Council.
It was forced to close because of concerns about anti-social behaviour.
The council says the ground floor will remain a community space, with the first floor turned into a subscription based cycle storage unit.
The top floor will be completely repurposed as a wellbeing facility.
