The news has been revealed at a special event at the House of Lords.
One of the highlights of the two-year programme will be a School Arts Week with free sessions starting in July.
There will also be theatre, dance and photography workshops, all aimed at helping young people develop new skills.
The Young People’s Borough of Culture programme is supported by £175,000 from the Council and £350,000 from Arts Council England.
