Those detained include males aged 11 to 23 from areas including Epsom, Banstead, Richmond, Purley and Leatherhead.
All were mainly arrested on suspicion of public order offences, with some also arrested for criminal damage.
The arrests were made between the 17th and 27th of April, and include several juveniles, with all suspects since released on bail conditions.
Surrey Police say the investigation remains ongoing.
