A Contravention Notice, issued when planning breaches are suspected, was issued to Arsalan Kazim from Ashford.
Failure to comply constitutes a criminal offence and, as the notice was not returned, he was summonsed to court but failed to appear.
Kazim was found guilty in his absence, fined £1,000 and ordered to pay full prosecution costs of over £2,200.
