Croydon Council took Duyile Adegbuyi to court after he failed to complete required work on a flats project in Purley.
Another developer, Mark McElduff, has been fined £5,000 after damaging protected trees in Coulsdon.
The council says it will continue to act strongly to protect the borough’s character and green spaces.
