Khalid Sharif rented the home through an estate agency for £1,400 a month while living elsewhere.
The case was uncovered by council checks and investigated by the South West London Fraud Partnership.
The council says the property will be returned to its housing stock, warning that unauthorised subletting deprives those in need of homes.
