Maro Itoje will captain the team, which includes players from Harlequins, Saracens, Bath, Northampton and three uncapped players.
The squad will train at Pennyhill Park on 27 January before travelling to Girona to prepare for the Wales game on the 7th of February.
England also face Scotland, Ireland, Italy, and France in the tournament.
