The Lib Dem leader has hosted a news conference in central London on the state on the NHS.

The MP for Kingston announced that if he was in government, patients would have a legal right to be seen in A&E within 12 hours.

Last night, four NHS trusts declared critical incidents.

They included Epsom and St Helier.
