There are currently 90 charging points across the borough in areas including Dorking, Leatherhead, Ashtead and Bookham.
The council says charges across the majority of car parks have now been reduced to 49p per kWh, down from 55p.
The news comes after it was announced that from 2028, electric car drivers will pay a new road charge.
