78-year-old Serge Lourie died suddenly in September last year.
The twice council leader was also appointed Chairman of the Charity Appeal Committee of Kingston Hospital.
He raised £750,000 to improve the treatment of patients with dementia.
The bench has been installed in the centre of Kew Village, where he lived, following public and private donations.
