Elmbridge Borough Council put plans on hold earlier this year due to the county’s Devolution announcement.
It has since been decided by central government that Surrey will be split into two unitary authorities, East and West.
Elmbridge says although it will no longer exist as a council, it will look to find the money needed to turn the Civic Centre into homes.
