Surrey Police introduced the order to prevent anti-social behaviour after reports of a large unlicensed Halloween party.
The order means officers can direct anyone causing trouble to leave the area for up to 48 hours, with arrests possible for non-compliance.
Police urged residents to report any unlicensed events and said normal trick-or-treating at decorated homes can continue safely.
