Dr Ben says companies undertaking works must have a general duty to coordinate with each other to lessen the impact to drivers.

He’s cited the problems caused by the A3 Wisley works which have, at times, clashed with rail line closures in the county.

A Department for Transport spokesperson says fines have been increased for utility companies whose works overrun.
