The proposal by Apache Capital was for 265 new homes on the Canbury Place site in Kingsgate Road.
However, residents, Kingston Council and MP Sarah Olney made repeated representations against the plans citing the impact on traffic.
Transport for London, which was involved in the development, has rejected the current proposal on that basis.
