Green, Liberal Democrat and Independent members accuse the Conservatives of “losing their way” and failing on key priorities.
The Conservatives now hold just 17 of the council’s 45 seats, leaving them without a clear majority.
If passed on 25 September, the motion could see a Green led progressive alliance take control of the council.
