Officers spotted two individuals in Walton in the early hours of Monday morning dressed in balaclavas.
They made off, but officers managed to detain one of them, finding items including screwdrivers, bolt cutters and Alan keys on him.
Upon further investigation at his address, a moped was located which had been reported missing two days ago.
He has been bailed with conditions.
