Officers on patrol stopped Marcyn Milewski in Shepperton in April after suspecting the vehicle he was in was involved in drug supply.
He was found to have a small bag containing white powder in the pocket of his jacket and was detained under the misuse of drugs act.
Officers found £200 in cash, two mobile phones and a large brown box in his car that contained a large vacuum sealed bag of cannabis.
