Police were called around 8pm after witnesses reported the cow running into cars and at members of the public.
After a number of hours, police were able to capture the cow by hitting it with a police car.
Surrey Police have defended their actions, whilst James Cleverly demands a full explanation.
The cow was moved to a farm early this morning, where its condition was assessed by a vet and the owner has since been located.
Police are asking for any videos of the incident to be sent directly to them to help with the investigation.
