The Office of Rail and Road’s figures show that 9.1% of services did not run in four weeks up to the 19th of August.
Almost half of all trains were at least 1 minute late.
The line which connects central London to Heathrow, Reading and Essex only fully opened in May.
Transport for London has apologised for a “number of recent issues”.
