Head coach Steve Borthwick says the fly-half’s omission is due to his preparation being “affected and interrupted by the disciplinary process” following last week’s red card against Wales at Twickenham, which has since been overturned.
Courtney Lawes will captain the side in Farrell’s absence in Dublin, while Ellis Genge returns to the starting 15 among six changes.
